These universal supports are included to illustrate a multi-tiered approach, highlighting the necessary foundational, proactive strategies aligned to the creation of a system that reflects the whole child. For the remainder of our discussion on tiered supports, we will be focusing on Tier 2 and Tier 3 levels of support.

We have organized and divided components of our approach in design of a tiered supports system into implementation phases:
